Why is France an HRE member now?
After the patch, I now have the max demesne size and income penalties associated with membership. This is crippling, in that I now have a much larger authority penalty due to size. My max size (on turn 166, after going up a level) is now 11 regions, which means I'd have to give up 2/3rds of my regions to avoid it.

This is making my current France game unplayable, and I'll essentially have to quit. Is there any other alternative? I guess before quitting I can try attacking the HRE, which I imagine would get me kicked out in a hurry!

Not sure what happened to you but i'm currently playing France turn 105 and i don't have this problem (but i developped only in France and UK).
Hm, yea, maybe a bug?

When you go to save, there is a little option / icon of a little rat on the save screen to save a scenario for sending to devs as bug report, I wonder could maybe be worth doing that if devs don't respond here

I have a super-france too but I think it's because they subjugated HRE and Franconia replaced it / is an ally of France, but I'm pretty sure HRE is otherwise still formable by Franconia again (but obv i can't really fight france AND franconia and dont know when the change of control happened because I was distracted fighting wars to control all of the English isles lol). As far as I know though I think it happened diplomatically, not a bug but your case sounds like maybe some value got confused and wrecked HRE or something
I'm mostly curious as to whether I can leave the HRE in some way other than declaring war on them. I'll keep poking around to see if that's possible.

I just found out about this myself, being the HRE player in the same game! :) I have brought the subject up in the playtest forum. It obviously has something to do with the new mechanics for countries to join the HRE, perhaps a bug, or just an unintended consequence? In any case, stay tuned, its been noted!

Ironically, I think I was one of the people in this channel requesting some way to add new HRE member factions.

I've tried to send a save game where, on the turn rollover, I'm added to the HRE as England and France is already in the HRE, however I get stuck "waiting" whenever I try to submit the save game. What seems to be happening is, as soon as I, or France previously, take a province in today's Netherlands, I'm added to the HRE on the next turn. I'm not entirely sure, but you also seem to need your relationship with the HRE to be over a certain threshold? Either way, as it stands it's a bit of a game breaking bug.

EDIT: I reloaded a save a few turns earlier and spent a three turns getting my relations with the HRE below +10 and I've now went two turns without being added to the HRE, despite having the exact same provinces.

In my game France has low relations with the HRE (-28) but we do have an alliance. (We fought an early war before the alliance.)

Sorry for this bug that slipped through our testing — in the savegames I checked, nothing seemed abnormal, while the testers were more focused on the new nations on their end.

=> We'll really try to get a fix out quickly.

There are several entry conditions, including one that checks if you're of German or Latin culture and adjacent to an HRE member with 25 or more relations. It's too permissive, and among other things, we’ll add checks for having good relations with the Emperor (50+) so that you have a clear indicator of what to do or not to do to join. Size will also matter — you’ll need to be smaller than the Emperor’s domain.
