Not sure what happened to you but i'm currently playing France turn 105 and i don't have this problem (but i developped only in France and UK).
When you go to save, there is a little option / icon of a little rat on the save screen to save a scenario for sending to devs as bug report, I wonder could maybe be worth doing that if devs don't respond here
I have a super-france too but I think it's because they subjugated HRE and Franconia replaced it / is an ally of France, but I'm pretty sure HRE is otherwise still formable by Franconia again (but obv i can't really fight france AND franconia and dont know when the change of control happened because I was distracted fighting wars to control all of the English isles lol). As far as I know though I think it happened diplomatically, not a bug but your case sounds like maybe some value got confused and wrecked HRE or something
Hoist on my own petard!
EDIT: I reloaded a save a few turns earlier and spent a three turns getting my relations with the HRE below +10 and I've now went two turns without being added to the HRE, despite having the exact same provinces.
=> We'll really try to get a fix out quickly.
There are several entry conditions, including one that checks if you're of German or Latin culture and adjacent to an HRE member with 25 or more relations. It's too permissive, and among other things, we’ll add checks for having good relations with the Emperor (50+) so that you have a clear indicator of what to do or not to do to join. Size will also matter — you’ll need to be smaller than the Emperor’s domain.
