Those are time scripted, not really sure if they are conditioned by anything else.
You can get new units earlier if you have high military expertise (many military buildings), high education in the capital or military reforms (national decisions, that sometimes appear).
Could you please explain what exactly is education? Is it another word for piety? How can you increase education? With piety buildings?
In manual it says it is scaled between 1-7 . How can I see when I am at level 7?
Barbers and hospitals can help you recover both effectiveness and hit points in the same turn. Otherwise, recovery is sequential, so it can take a long time for a high-resistance unit that is almost depleted (like 1/4 HP and 1/4 effectiveness).
