Absorb vassal not triggering?

I've had the regional decision for assimilate vassal on brightest green for about 110 turns now. Most of my other regional decisions have been fully grey. I have a single vassal, only. But I'm not seeing the option to Absorb vassal come up. I have seen it previously (when I had more than 1 vassal) and I've seen most of my other decisions multiple times now.

Are relations high enough (51)?

I have had a similar issue in EVERY England or Scotland run, I get absorb vassal right at the starting turn as England.... and then 100+ turns later never again. As Scotland never at all. I have it set to Very High since turn one and have vassals with great relations to me.
