Report a translation problem
That one is the same as in the tooltip in the upper right, so it isn't working as described sadly. Wales starts off with a max size of 3, I'm not getting the +8 from the two peers of the realm I have

A solution is to create vassals, which will lower the requirements to progress. There are other solutions as well. None are easy on purpose. Kingdoms is a slow burner. You can paint the map, but it will never be fast.

Yeah, it's illustrated in the screenshots. He has a 5 in admin and it says a + 5 to allowed demense size for authority gain. I'm only getting 1 more though. It's also under the base demense limit
If you want me to take a look at your saved game, that's feasible. I have posted the procedure in the FAQ section, or you can also post it in the relevant Discord channel (give reference to this thread and your handle 'Pops' so I remember what is going on).
I think I understand now that you've explained it. So even though he has a plus 5 under the admin tooltip, the base demense size restricts that gain to 2 at the absolute most. I also checked the ruler, and he has the"focused" trait which cuts it by a quarter, rounding the total gain down to one.
