Report a translation problem
If you are outside of peace negotiations, and you have a character appointed as Peer of the Realm (i.e., governor) of a group of regions (also named Province or Domain), then you can play a decision called Form Vassal, and your character will become an independent ruler (with positive relationships with you).
Your current decision list can be accessed with R. There are many, and sometimes you'll have to wait several turns to get the ones you want.
By the way, it's a great game, congragulations.
I believe that in another thread Pocus said that there is a bug, and it will be fixed in the future.
I think it requires a province to be governed and wholly yours, but not totally sure.
