Maybe priests also grow naturally or there are other ways to get them, I don't know.
Keep in mind, that, to my knowledge, this decision preserves the pop's religion. I've made a mistake before, when, playing as a catholic nation, I conquered some pagan provinces. I used that decision on one of the captured regions and it produced a pagan priest, who was exactly as useful, as one can expect.
I was thinking this was the case but have yet to get this decision.
