While I personally see such censorship as an archaic relic of the past, it puts it in perspective when I compare it to how even in this modern age, there are even sillier reasons that companies and localizers are using to sabotage games.

If they see nobody's offended by a nun kicking butt in a shorter habit, they may just a say "Meh", and keep Noir in (and probably Ciel too, seeing as Ghost Game included Ciel specifically, so Japan seem fine with her as well).
