My income seems to keep being negative
Any tips for how to layout town or things I might be doing wrong? I've just been building one of each shop as I unlock them and then putting flowers or trees behind each one to boost it

When you begin your playthrough in a new town, don't start placing many structures, and avoid doing many quests until you get a steady income.
The upkeep can drain your golds with ease, and since quests require you to pay adventurers, that will also add up to the debt.

Leaving the adventurers sandboxing will make them not only get golds for you, but they will also make use of stores placed in your town to make you more golds.
Once you get enough number of adventurers, you can begin adding more structures and making your town bigger, alongside doing more quests.

If you manage to get adventurers to move in, will be an extra income you'll get per game year.

Ah okay so more of a slow and steady approach.. That makes sense!

Yup. Eventually you'll get to the point where making golds isn't a issue, but early game, it's recommended to let the adventurers make golds for you, until you get enough adventurers and golds to care less about saving golds.

I'm sure OP have figured this out, so the advice I would gave is for any newcomer who read the topic.

This advice is good for the first town, but for second town onward, there is a better way.
1. Buy as much gift item as you can from the previous town, you can also stay longer in previous town, so you can have 20-50 each gift item.
2. Go to the new town, check the requirement for the Local resident, give all the item to any adventurer that increase their trait point or use it on Cauldron. Should be at least have 3 and up local resident unlocked right away with this, so Cart, Balloon, even Blimp station would unlocked too, making lots of resident visiting your town right away.
3. You can sell any other item that doesn't increased trait point for your fund.
4. Create as much stores you want (In my case, usually I started with 3 Inns for the local resident and providing houses for the 5 Adventurer I bring, the other facilities are kind of random).
With this way, you can get a lot of income, even at 0 star.
