We have a lot of new modern sights, scopes, maps with destructible environment. Actually there is an entirely new scope/sights update coming this week or next week. Tons of new items like snake camera to see under doors and around corner, tactical flashlight that blinds enemies. Iron sights and custom gun skins. New missions, new tangos and more.

The main difference is Rainbow Six is simulating military special operators and SWAT is simulating police special operators. In Rainbow Six, your primary objective is to eliminate(kill) all threats. In SWAT, your primary objective is to serve justice, which may mean killing, but in order to get a perfect score on a mission you have to arrest your suspects rather than kill them. You have to collect evidence, meaning guns, drugs, and other crime-specific items before your mission is fully complete. Your team isn't as large in SWAT as it is in R6, (4 in SWAT vs 8 in R6), but the commands you give them is slightly more in-depth. There's still teams and go-codes, though you don't have as much control over your sniper team in SWAT as in R6.
Overall, they're two fairly different games. If you're looking for an even slower paced version of R6 with an emphasis on taking a non-lethal approach, SWAT 4 is definitely great.
They are both the peak of tactical shooters tho, so in the end it comes down to personal preference
I much prefer Rainbow just for the more aggressive tactics you can take, and the way the enemy ai sometimes gives up even more clearly than in SWAT. I have fond memories of walking into a room in raven shield, hosing 2 tangoes, then finding that the two cornered in the next room are already on their knees when I open the door, having pissed themselves at the shotgun blasts from the next room.
You can do a bit of run and gun and more stupid but fun things in raven shield compared to SWAT. I have a ton of fun just running pistols in T-hunt, and it is surprisingly effective in raven shield if you pick the right pistols, but in swat you'll get wreckt hard for trying to do stuff with just pistols.
When I play R6, The opposing force are terrorists, and I go in with maximum force. If any surrender, I execute them and move on. (just the way I play it. they surrender, they slow you down, and time is of the essence.
When playing SWAT. I am very procedural. I try to make the suspects surrender, and arrest them. It's a different mind set. plus not being able to plan your route before the mission starts gives an interesting dynamic.
