Easier to help you there.
Its strange because I also use AMD frame rate cap at 60 and it works great for me.

In [WinDrv.WindowsClient], right?
Did nothing.
I noticed that literally none of the override settings from AMD work on any game I have at all. Neither anti alias, texture filtering or target frame cap have an effect on my system. I tried it on both old and new games. wtf
Thats really odd. I turned on a bit of aliasing for RVS makes it a bit smoother looking. Have you updated your driver lately?
I actually just updated my drivers because I thought this might fix this whole issue.
At least the frame cap works now (except in Ravenshield, pls kill me).
Yes it is.
I think I give up and just play the game as is. Thanks to the update that you've linked, the framerates at least don't reach >1000 anymore.
I appreciate your proposed solutions nevertheless.
I finally found a solution: I downloaded the d3d8.dll file from crosire's d3d8to9 wrapper that is linked in the pcgamingwiki site. Now vsync works.

Good to know I will note this in our #techsupport channel on http://www.R6CHAT.com community
