Tons of wheat, almost no bread?

For the longest time I had plenty of food and then this year almost nothing; I get it, when x ≥ y, food stores hold at the maximum, but when x < y, the food stores drop.
Then I discovered that I have 400+ wheat and like 2 bread. I have 1 wheat field, 2 wheat storage, and 2 mills. What in the world?

I noticed that too. Can't seem to make break fast enough!

I haven't played in a while, but every time I did play, I'd have no problem making endless loaves of bread.. But seemingly every time I started unlocking higher bread production from the skill tree, my bread production would actually just completely die out and they just couldn't figure out how to make any more bread. I stopped playing thinking it was a bug, hoping it'd get fixed eventually but never see any patch notes mentioning bread.. Maybe I was just doing something wrong. But after 2-3 attempts of having a surplus of bread, and immediately after unlocked the better bread production, the surplus drops and never returns, and people just stop to admire the wheat instead.

Do you have the mill near the wheat and water well? I have not had any issues, not yet anyways. I have not updated bread production soooo...
