Getting the same issue.

I actually kinda solved it. If you're using an anti-virus like Norton, you could try switching to AVG. That's helped some people. Try adding steam to the exceptions list as well.

Im not sure about a fix but the other day I went to load it and see and it worked. Not sure why or what happened to make it work all of a sudden.

I would like to confirm that using the "No CD Fixed EXE" allows the game to work properly. I would also like to add, that if you are running Windows 10 and the game is flickering, you can use http://reshade.me/ to fix it. Do not add the SOAF.exe to the "reshademe mediator" if you already installed the original ghost recon it seems to treat SOAF as a ghost recon expansion so if you fixed ghost recon, SOAF will be fixed too.

See the first search result. After you have downloaded it, simply replace the exe in your steamapps\common\The Sum of All Fears folders with the one you downloaded.

Launch the game via Steam and enjoy :)

Oh well, no problems with error code 85 on my side. Patch does work, but not going to argue about it :)
