verified files, unfortunately loaded a save that was saved right at entering forest land and made it all the way back through to the mission still bugged at taking half her hp and not loading the cut scene that's supposed to pop up, and DEVS aren't working on this game at all, even still has the windowed settings backwards where windowed is full screen full fps and full screen mode is windowed full screen, anyone have any work a rounds or other fixes they've tried or anything that worked to get around

I don't know much else of what you can do. If Verification and Reinstallation don't work, then I would suggest updating drivers or disabling any active third-party software. I've also read that some people have encountered issues when using certain cheating programs and trainers. Without knowing anything else, that is all I can suggest.
