Is the deluxe content stuff exclusive or just an early unlock?

I know some games have a deluxe version where they hand you a bunch of consumables and early unlocks of certain gear, so I am wondering if the tank, room, decals are exclusive to the deluxe version or can they be unlocked in the game at some point down the line.
