When can I access the decals and everything that I get from pre-order?

Okay thanks for the info, I guess I do too many walking around and doing side quests. So I'm still quite far? I'm still level 6

When you first access Spino, you are relatively close.

Just keep going then. The quest is called Mysterious Voice.

it's a side quest based on getting more people into Spino, happens around the end of journey 1
