have you announced both controllers in the game by pressing a on them before starting a session?
I have quite the same problem when I want to play local coop with 3 other players. I got 4 controllers, all connected and recognized by the computer. 3 controllers work fine with the game, but the fourth player is forced to play with KBM and can't change to use the fourth controller. Did someone has solution for this ?

to help us identify your problem, we have a few questions for you :)
What controllers are you using and have you tried switching controllers within the players?
Did players 2, 3 and 4 enter the room before player 1 switched to controller? You may need to switch from KBM to controller for player 1 and then join the room with other players. However, we'll need to look into this further.
