Gameplay issue (possible softlock) with oxygen and consumables

I am on the Shut Down Sector A mission trying to Disable South Auxiliary Drill. Not sure if this behaviour is unique to this mission.

I feel like this is a save/reload issue when using consumables after drowning. I have been trying to use the flare to progress and after a few failed attempts I noticed that when it reloaded the previous equipment total is not reset.

I have actually got to a point where I have no oxygen sticks, flares and on respawning I have 0 bars of oxygen presumably due to a save. Thankfully I was able to get back to the Moon (which was very close) before drowning otherwise it would probably mean I would be soft locked.

Has anyone else had any issues like this?

Otherwise I have been really enjoying the game to be honest. A bit gutted I have got to this point as I am going to need to spend a chunk of time gathering resources and making more kit if I want to continue. Maybe this is intentional but it feels needlessly punishing.
