Not getting bonus talent points from my first char.

I unlocked the bonus talent paints using my first char, but when i started my 2nd char i didnt get any of them. Anyone had issue like that?

The issue is treasure troves most likely

Any fix on this? I did the troves and got 4 but still missing several from progression.
