i can not purchase new season pass

every time when i try to buy the new season pass to unlock the hero, the game will tell me your purchase in process please try it again in 80 to 100 sec, but when i try it later, same messages, cant buy anything in store, what do i do wrong? is there anything thay can block online or in game purchases?

Check the Steam Overlay checkbox in the Steam settings. It seems like it's turned off or blocked by something.
