You can click the characters above the bottom DO NOT ACCEPT (choice left) and ACCEPT (choice right). EULA is the top left one and Privacy Policy is on the top right which both open in chrome or whatever your default browser is and yes, it is all in English... The check box allows you to ACCEPT by stating you read the EULA and Privacy Policy. You know the stuff you agree to in all games that ask but never pay attention to what it states!
I do agree though since it is on English Dominate Steam "By ridiculous proportions"! You would think that beginning part would be in English or a few different languages that detect the users set language at least!

They sponsored a few streamers to boost player counts. A month ago there was 400+ average online playing each day. I wish XD the best but torchlight games really shine with the combination of multiplayer + Workshop. If those two things happen, then this could be their most successful game yet. A big maybe though because Torchlight II had workshop. I still play TL2 more than this, and so do all my friends just because there is so much more to offer the gamer by literally endless proportions without breaking the game and still abiding by vanilla rules from most workshop content. I just like games to be harder and have more options and well the workshop adds an endless game! TL2 vanilla was a joke in difficulty and loot and environments were ok but just ok and so easy, but with workshop allowed a harder game! Loved it! Infinite is still newer but doubt even once complete they will have enough content, but time will tell.
/crosses fingers
TL2: 9.5/10.0
TL Infinite: 6.0 to 6.5/10.0
Live streamer: Bajheera got me to try this again in Season 3 though. So credit to him.
