その時はSteamのライブラリから直接プレイを押すことで解決しましたが、見た感じそれもダメっぽいので
パソコンの[Program files(x86)]→[Steam]→[Steamapps]→[commons]→[HeavenBurnsRed]からHeavenBurnsRed.exeを直接起動してみてもダメですか?
ライブラリ→左のゲーム一覧のヘブバンを右クリック→プロパティ→インストール済みファイル→「ゲームファイルの整合性の確認」を実行

最終的には環境変数に「C:\Windows\System32」を追記したら起動できるようになりました。
原因が同じとは限らないので、上記スレを参考に自身の環境でお試しください。
