Seems that Vietnam regulates games if not distributed by a 3rd party Vietnamese company so they can tax the game. However, PM is not located in Vietnam so the govt can't tax any of the microtransactions.

Steam already get "rekt" (more like a soft ban) in Vietnam by local ISP but there a way to get through *cough cough DNS modifying cough cough*, so it not like a complete ban like google play. Somehow google is more bend toward local gov, truely the lord and savior Gabe Newell stand his ground.
That won't stop player from buying lunacy and pass through steam so it *maybe* a "oh no, anyway" moment.
