..Does it though? I mean, sure, you have to wait a bit longer to release events since you have to make the script, give it to the voice actors and record their voices, but at the same time that shouldn't really conflict with the game since all they have to do is add the voicelines they recorded, which, in the meantime they could easily still work on other stuff that they have planned. Once they're done with the recording for the first event/story, then they'll have the script ready for the next one.
Seriously, the only way there would be problems with voice acting is if they're using the same computers for both game work and voice work. Also, no character voice lines means there are not going to be any announcer tied to characters from side-chapters that people might actually like enough to spend money on.
And about second part, we haven't got any announcer from side stories anyway, only the main story one's, like sinners, Charon, and now Yuri/LCCB guys. And on that we can worry not, since main chapters will still be fully voiced.
Eh, maybe. If the problem is tied with money then it's also a possibility that they're just cutting cash spent on voice acting.
It would be a missed opportunity if they don't do anything with side story characters. Imagine having a Papa Bongy announcer with most/all voice lines being a critic on what you do with food comparisons, or maybe another duo or possibly a trio announcer involving Olga, Rain and Mika?
PM has a tendency to do rewrites to their story if it calls for it, which involves rescheduling for VAs to begin with. Also their team is incredibly small, which doesn't lend itself well to developing a full on live-service game like Limbus.
You gotta remember that it was because of voice acting that lead to Canto IV being delayed for an entire month.
