I wish the combat system would be different but this is just my opinion.
That said the gotcha is absolutely fair, I'm only missing 1 identity and that's because I'm purposely choosing to save up my pulls for the event that's coming up, and my boxes for the our darling french dualist Don coming out soon. That said be prepared to GRIND for threads and EXP tickets to start with. Between Every ID and ego we're currently looking at well over 10,000 threads needed with optimal farming granting you maybe 27 a day. Thankfully we're getting new systems every patch to grind them efficiently but... Oh my lord when tier 4 stuff comes out I'm going to feel like a debter. Might consider paying real cash for that if you like maxing out your stuff.
Ironically the mobile version is generally considered to be pretty terrible, with frequent crashing. Project Moon is primarily a PC developer and it shows.
As for the P2W question, it's complicated. It's a gacha game, which is an almost inherently exploitative business model, but Limbus is about as fair as generous as a the genre can be.
Also if you enjoy the gameplay, I will continue to shill for it's predecessor; Library of Ruina, which uses similar (and IMO better) mechanics.

Hate to be that guy, but this is absolutely a skill issue. Even without MD2H, you should still be able to get enough boxes for at least 1 or 2 strong 3 star ids from MD2, and once you have them, you're set for MD2H. Hell, they just gave away molar outis for free and she's a ♥♥♥♥♥♥♥ great dps.
Even ignoring all that, some good 2 stars are enough to get you pretty far. LCR faust can win hard clashes pretty easily with opportunistic strike, KK hong lu is a pretty decent dps as long as no one else on your team does bleed, and w-corp hong lu's shields are pretty alright. Shi ish is really strong as long as you manage her health properly, and that's a unit everyone has.
If I may add, I think the support passives of the one and two star identities are also an important factor to take into consideration on how valuable/useful they can be.
On that topic, while the base identities aren't the best in regards to their clashing, their support passives are some of the best in the game, with the most notable ones I remember being Meursault's "Backup," Yi Sang's "Information Neutralization," and Hong Lu's "Frivolous Jokes."
Base Meursault's support passive is the equivalent to always having a single stack of protection on one of your identities (I always bench him for MD2H's bull fight), while Yi Sang and Hong Lu constantly provide sanity to your team, with them both contributing a combined +16 sanity a turn to an ally.
(iirc, they're also the only two identities in the entire game that provide sanity with their support passives, which I think is another important point to consider)
