Both 2 Cantos aren't really resolved like the latter Cantos, with Chapter 6.5's Intervallo being Canto 2 Part 2. This might also play on the character of the Sinner of that Canto: both Gregor and Rodion didn't face their "fears" in their respective Canto and instead forced to return empty-handed and retreat.
Kafka is collecting the Antagonists of every Canto, with her in N.Corp as the Canto 3 memento. Sonya and the Yurodivye are thriving even better than before Rodion left.
personally the first canto was great, it pushed failure after failure onto the sinners, showed betrayal, disappointment and the darkest of endings but when they picked up that gasmask up and continued with their journey that moment was really emotional. that was a great intro into the city landscape and what to expect without being over the top like introducing alternate dimensions or whatever.
canto 2 was a lot more lighthearted and casual which i think was also great, i was really depressed after finishing canto 1 but i was uplifted by the mood in canto 2 which got me to conitnue playing. if we didnt compare cantos in a vacuum but instead considered how good they were in the blind moment i think they deserve some praise.
Starting operating with a high service level right of the start is almost always a gamble in most business, or just straight up burning money for minimum or no gain in return. Sure, you can cause a good first impression, but it can end up not paying off in the long term. On the other hand, operating on a very low service level to save or cut costs as much as you can is also bad, since it can turn the delivery inefficient and drive away customers.
But it is often better to start from a safe spot and then escalate thing as necessary and as profit becomes favorable.
So, yeah they're weaker in terms of story, but they're mostly setup and introductions into the world of Limbus and the City. Especially for those who haven't played Ruina or Lob Corp yet.
That being said, the entire Casino arc for Canto 2 is one of my favorite parts in the entire game. Start to finish was just a wild ride of idiotic fun. It was like a classic D&D heist where a carefully laid plan quickly unravels into a '♥♥♥♥ it, random ♥♥♥♥♥♥♥♥ go!' type of situation. Everything under the casino was pretty bland though...
Canto 1 did have some great moments and scenes and it really did a lot to develop Gregor without finishing his entire character arc so early into the game's plot. It leaves more room to grow while still giving us a great look into how he became who he is and such. Plus... rip Yuri, they should've handled killing her differently imo. I think that was the worst part of the canto, either let her live or kill her during a cutscene instead of the skill check menu!
With all of that said; it's really just up hill from there, as you've seen with Cantos 3-5 so far. 6 is really good too, 7 is one of the best, and we're just about to get into 8 with Hong Lu's story. I'm most excited for 9 with Ryoshu (best girl).
So, they weren't as amazing because they were jumping on points meant to set up the themes and tones of the plot as well as set up the future.
We didn't see much related to Metamorphosis itself for Gregor's other than bugman lmao and the apple (causes an infected wound in the book), and Rodya's felt more like it was handed off to the sinners rather than obtained proper thanks to Sonya chilling at the bottom of the cave as an introductory member of the Blue Man Group; either that or his name being a lighter shade of blue means he's the gloom goblin of Hermann's group.
With the introduction and usage of the Peccatula Viridiae having their own EGO pool to work with and the chain battle system tossed in recently, I suspect we'll be throwing hands with them soon, if not starting next Canto. We'll see how things shake out.
