Outis - Her history with Moses

During the video call between the Bus Department and the Distortion Department in Chapter 7, Act 1, Moses and Outis had a brief look at each other, Dante at least noticed this, although it was unclear why, let's look at what little we know so far:

* Based on her ZAYIN E.G.O. image, she was another Smoke War Vetertan.
* She hinted at killing many innocents in Chapter 7, Act 3.


There are a few possibilities that might occur:

* She was a part of a mercenary group that crossed weapons with the Udjat and both she, Moses and Ezra survived.
* She was part of the Udjat, alongside Moses and Ezra and they didn't see fit to point this out. Lady Dias wasn't above using child soldiers.
* She was part of a different wing that's either no longer in existence or she was discharged from.

I'm still holding out that she's a war criminal from the old-old L-Corp. I feel like doing unspeakable crimes for the sake of feeding some horrible smoke monster is the only way her behavior makes sense, since Limbus Company kills many people every day.

Dante would, Outis then asked:

"No matter what lurks in the pasts of us Sinners…? Even… if they have killed hundreds, thousands—no, tens of thousands of innocent people? Will you still… embrace them?" Dante did.


This was implied to be a foreshadowing of Outis' past...That implies that she's killed those that was deserving and also those that weren't before she was recruited as part of the Damned Dozen.

It's either she killed them, or she got them killed.
