Whether this was the correct decision or not is up to debate but at any rate that's probably the reason you are looking for.
You may as well just ignore it and play at your own pace. You will miss some minor rewards but then again.. you already missed a lot of them in the past by not starting playing on release. Not like they really matter that much in the long run.
But I personally think that sooner or later they are going to need to branch the events out of the main story and make it a type of side story content because the more events they put out that is locked behind the main story, the less new player friendly it will become. New players will begin to not care about the story and would rather skip to try and get to the event asap and that is counter intuitive to what kind of game PM is trying to make.
Not exactly the Events story stays in the game even when the event is over like the Bongy's Hell's Kitchen and the Molar Boatworks, you will just not receive the bonus event rewards.
Yeah, this is what new players will be doing if the events get deeper and deeper into the main story, I feel you. PM games stories are very good, with emotional tugs and life lessons, it is a shame that it would get skipped because people just want to get to the rewards.
Then we going to get mass rant spam threaten dev to lower enemies level instead of this thread.
Whatever you like to call it, the Molar Boatworks makes jabs of it being a typical "Beach Episode" like in an anime and some people took it too literal that it sparked some controversy.
Its one or the other.
Regardless it'd be better for new players if they could access the event regardless of the Canto they're in. Fumble the rules a little, even if it doesn't make 100% sense storywise.

and all of the "Prenerfed" fights.
if i read correctly you can do this event via the driverside. and story via the theater after the event is over.
Just no rewards.
I understand that it'd make events a bit less "special" but I find the main allure of them the new story content and the free ID/Ego anyways.
This will especially become a problem in later Canto's if they introduce like... Level 50 and Uptie 5. Asking a new player to speedrun through lLimbus in 2-3 weeks will be both a disservice to the story and that players time (also might be incredibly difficult).
What they realistically could do eventually there is to rerun these events from time to time giving fresh players possibility to participate. But then again, they didn't really remove story-line from the game so its only event rewards that are missing.
