Against most human foes the game picks targets for you (exception being some egos like Ishmael who will always target the last unit).
Against supernatural foes and beefy humans, the game lets you select targets.
Also always read the fine print on foes, as the game progresses enemies might end up with an essay of passives that change how you tackle the fight.
