They managed to make Lobotomy Corporation and Library of Ruina, which are quire frankly better games, without relying on a gacha game's funding. And surely, they must have the money they made from those games.
What sensible company would kill a millions a month project for game dev cycles that MAYBE make millions every couple of years?
The issue isn't the live service side of Limbus, for better and worse Limbus is a gacha game made by people who don't know how to make a gacha game.
That means they aren't overly greedy with predatory practises, allowing you to craft almost everything in the game, which is fantastic.
The bad is they don't have several game modes and activities to keep you in the game when you're not grinding MD or finishing the story content. There is a content drought.
What PM needs to do is get a side team to work on additional permanent game modes and non-canon events. 8+ months of no real content is going to wear down the most fanatical PM fan.
The fact that you can't access 90% of the content (Uptie 4 lvl 50 IDs and EGOs) of this game without grinding or paying, the fact that they can't nerf or buffs IDs without people complaining, the fact that they can't rework the ♥♥♥♥♥♥ battle system since people will complain if they do, the fact that the battle system is a gross oversimplification of Ruina system for braindead gacha players, the fact that they need to balance all encounters around the fact that every teams can beat them since most people only have a few IDs ready for battle...
The live service is the root of 99% of this game flaws
No, really. They've gotten a taste of blood (AKA: money). Why make normal games when they can endlessly throw up gacha garbage? Are regular 20-40$ games even 1% as profitable as Limbus?
They might have wanted to use Limbus' profits to create other games, but the corrupt guy(s) in charge have changed their mind, and want infinite money instead, now. Which will inevitably lead to PM's downfall and shutdown as they run out of meaningful content to add, drive the """micro"""transactions too high, and have no other (new) games to placate people with or to salvage their reputation with.
You're looking at the last """"""game"""""" PM will ever make.
(I wish I was downright trolling/doomposting, but honestly, think about it from PM's perspective, ignoring the loss of your IQ in pretending to think like PM for a second: What do you want? Infinite money? Or great reputation? Money? Yeah, I thought so.)
They're likely doing stuff on the business end to land investors and market interests so that they can reliably and stably work on another exclusive title without it hindering and damaging their other outlets of income, business and work; Limbus Company and HamHamPangPang majority wise.
Reminder, the main team does not want to turn their studio into complete a corporate mainframe. Trying to get the benefits of a more corporate business company without being so is, well... Unlikely and difficult.
So yeah, I wouldn't have high expectations for another new exclusive, finished product title for at least some time. especially with the current state of world affairs to pile on top of that...

It hard for me to say LOR or Limbus is better.
Story wise is 100% better and we are not even at the end yet.
Gameplay depend but I feel like it better than LOR is a few way that is actually easier.
But not to say LOR gameplay is bad. I have been playing it for 1.5k Hours to do a nuzlock. Enjoy it but some annoying thing is that. Mass attack always go first and the fact that you can't control the the mass attack target.
The speed is affect by formation and you can't change that up.
Another thing I do not like much is once you reach a new Threat lvl. You gonna lose 50% cause the next card is better.
For Limbus, it not like LOR dice roll. Defensive is mostly useless but still okish.
Mass attack can be controlled which is a huge thing.
Atk weight also can be control.
You can do more crazy stuff that LOR don't allow you to do much.
Speed is also don't affect by formation which is easier to understand.
Your weak ID can be use and winnable even in Canto 7.
RNG wise, hard to say.
Dice roll is 100% better, LOR With chance of getting 3 light cost card and customizable deck.
You can negate better as it a rock paper scissors.
Limbus, you can use EGO turn 2 if you color match a team for it.
Limbus can be less rng than LOR if you want to. (Subjective since both tackle rng different but mostly the same)
You can afford to take one sided more unlike LOR. Cause no healing.
You also have limited Stagger threshold so you can become op. Like Gebura.
You can use Malkuth FootFall strat in limbus which is insane in LOR but Limbus you can do x2 times more. (You know how op that tech is)
Lor Mech is mostly the Card/Passive and the dice roll.
Limbus is Mech using the whole battlefield and skill usage and EGO.
Passive too but not as op as LOR. Since you can't transfer Passive.
Mostly Limbus have some upgrades and downgrade of LOR. But one thing for sure is whatever work in LOR, Limbus can do it too.
