You need to enable steam overlay

Also be sure to have sufficient Steam Wallet Funds, I think. I gave it a look without any funds and it did the same thing to me initially.

Check if the game-specific setting is also enabled if the overlay won't come up.

Also check to see if you're fully logged in to the steam store
I kept having an issue with steam updates somehow causing me to be logged out of the store, so I couldn't add funds to my wallet no matter how many times it said it worked
restarting steam and running the update fixed that

Seems my issue was overlay didn't want to start for some reason on regular pc, switched on to my work pc and it worked fine!

If you still have problems even with the overlay active and you are using paypal: Steam overlay browser seems to be an old chromium based version so paypal verification doesn't like that. You can still use a card directly or if you really need to use paypal you can recharge your Steam wallet using your normal browser or the steam PC app (mobile app should also work I guess).
