In mirror dungeon KK hong lu is funny for turn 1 kill, but blood mist makes everyone strong.
Pequod Heath got big count on S2 criticals, but takes some preparation with poise gifts/identities.
Frankly, If you are doing main story/rr3, count is generally hard to stack for most statuses, so take some EGOs into consideration. But in MDH, with ego gifts it never troubled me.
also his kit depends on not having lots of bleed on an enemy, for a faction gimmick that depends on giving enemies bleed
KK Hong Lu work perfectly fine as filler for your teams until you get a full uptie 4 team. He doesn't gain much from uptie 4 but he is one of strongest uptie 3. He is extremely cost efficient for a newbie if you keep him at uptie 3.
I'm not sure how good is for you to go bleed team. We are toward the end of season and some pretty good bleed IDs are going to unobtainable(you can still technically roll for them but that is not advisable) for at least 4 months. Pirate Gregor and the Pequod Squad may or may not became important for future bleed teams and they are all pretty strong IDs.
Getting Hook Hong Lu is good for bleed team but I wouldn't advise you to prioritize him over other bleed IDs while you have already a functional Hong Lu ID. Start investing on him only after all other 000 bleed IDs are fully uptie 4.
