Guess it's not unusual otherwise that Backstreet sinners would have a tough time climbing the rankings, leaving rich/well-trained/enhanced ones in the middle to upper rankings.
Doesn't explain where a bookworm like Faust would get her power from, though, unless it's one of the city's many enhancements (knowing your enemy helps, but being sorely outmatched by them renders any strategic intel useless).

Outis was supposedly a leader of a large group of people... and also the cause of their death (10s of thousands potentially)

And this is AFTER Yi sang misinterpretation is cleared up
Before the results were out, she suggested that the #1 should be the leader. When it turned out to be Don, she quickly changed her mind, and Don agreed with her sentiment. So Ishmael got picked because she was apparently the informal leader before. Perhaps they mean Canto V when she took charge of the boat to save them.
