How are Organize the Sinners in the Line of Power?

What we know:

Yi sang
Sinclair

Heathclif

Ishmael

Sancho

We know Outis relent to Ishi, meaning she is bellow
Heath is under Ishi, and gregor may be around that level too

What about the other?
Ryoshu wont Listen to the weak, so we may guess where she is
We dont know of Rodya, Faust, Meurasault or Hong Lu

the order is how the sinners are placed in the cutscene, so the power rating of the sinners pre-limbus is:
01. Don Quixote/Sancho
02. Outis
03. Ryoshu
04. Meursault
05. Faust
06. Hong Lu
07. Rodion
08. Ishmael
09. Heathcliff
10. Sinclair
11. Yi Sang
??. Gregor (as the exception)

I mean, she was in a WAR. That kinda teaches you to get strong, or die.

Guess it's not unusual otherwise that Backstreet sinners would have a tough time climbing the rankings, leaving rich/well-trained/enhanced ones in the middle to upper rankings.

Doesn't explain where a bookworm like Faust would get her power from, though, unless it's one of the city's many enhancements (knowing your enemy helps, but being sorely outmatched by them renders any strategic intel useless).

the bug people from the first chapter were also part of a war and they were extremly weak so being part of a war doesnt explain how she's only overshadowed by a second kindred. Roland had a strong teacher so maybe Outis had one as well if she doesnt have some powerful augmentation.

Those bug people also got their ass kicked insanely hard, and were generic grunts.
Outis was supposedly a leader of a large group of people... and also the cause of their death (10s of thousands potentially)

It's implied she and her team got ♥♥♥♥♥♥ over by her ability to lead in the war so I'd expect she'd be lower not higher.

exactly. I'm 99.99% outis is putting on a front to cope with her failure. I don't doubt she can lead, but she's likely over inflating her ability outside of her militaristic competence

also, it might be because the Sinners have double digit IQ, but she was NOT commanding at all in the 'battle royale (lmfao)' 7.5 chapter where they were fighting without dante. I still think that they would be able to listen and adhere to a competent leader just as they would dante, but to be fair, none of them were wanting to listen to each other as 'leader', so they probably ignored outis.

Before the results were out, she suggested that the #1 should be the leader. When it turned out to be Don, she quickly changed her mind, and Don agreed with her sentiment. So Ishmael got picked because she was apparently the informal leader before. Perhaps they mean Canto V when she took charge of the boat to save them.
