To that extent, it seems theoretically possible to have a team with several Retreat units and have retreated/backup units take the place of any current units who retreat or die. Swapping them in and out constantly. But you'd need atleast two of them to pull that off (presumably one as final unit and one as exess backup. Or have no backup for a full team, but you'll be one man short while the 5th unit constantly switches, I assume).
Second, all of the 'retreat' IDs move all the way to the back of the queue, so if you want him to come back fast, make the backup queue as short as possible.
So putting those two together, you want to run a team of 7/6, which Heathcliff in your main team. Once he runs out of ammo for the first time, you have several options:
1) Devyat Ids activating their own retreat
2) losing someone in battle
2*) losing someone in battle using some of the new self-destruct mechanics like ABS Faust or Outis using the 7th Magic Bullet EGO
Alternately, do not worry about Heathcliff being on the bench, as we empowers Hong Lu's skill 2 and 3 just by being there. In that case, you can just run a pure Poise team to take advantage of the same EGO Gifts.
the easiest way is to make sure you have a Yi Sang on the team, with a weak #7.
-1)Heathcliff retreats to reload, switching places with the seventh ID
-2)Yi Sang uses Fell Bullet to kill the ID that switched in
-3)Heathcliff returns as a consequence of the empty slot
You could also get a similar effect using Devyat IDs, but that's less of an on-demand thing as a consequence of their mechanics, same with just bringing a sacrificial ID.
