Sinners - Prison Soldiers
Hohenheim in Chapter 7.5 (Part 1) spoke of the Sinners as prisoners, implying that they're not much better than convict soldiers and so don't have any choice in many matters. I referred to them as the Damned Dozen as they can't quit or be transferred (not to mention that Dirty Dozen is taken) but this...confirms it.

A penal batalion squad. I wonder if danteh has a commissar authority as well and can execute Sinclair for being a whimp, if he deems it necessary. Outis'd love that XD.

No need, the enemy will do that for them and this isn't considering that Dante can invert time to undo their deaths, not even in death does duty end as death can be easily undone...although Dante still feels their pain.

With the After Team, I wouldn't be surprised if they see Dante and the Damned Dozen as canaries in cages, where they're sent in to see if they can stay alive, if they do, it's safe to send the After Team in.

Also, Hohenheim's assessment of Dante and the Damned Dozen is on point, they can handle Urban Nightmare threats at MOST, although he added that they could get to Star of the City level at some point (e.g. Ricardo of the Middle)

Hohenheim was too brutal to hide own caring for people.
they have the contract, but they are not prisoners. They have a reward in the end and must work for it. We should not care about what others think about LBC. it has Vergilius and 2 top-researchers of as Yi sang and faust. While faust can literally punish people in LBC if she wants, because of her higher authority.
it is a false statement.
after all Vergilius is looking that brutal on outside, but people who read Leviathan know his true-self.

Actually a word in Korean that was translated as "Sinner" also can be translated as "Prisoner",

Here's the thing about the whole prisoner part: They've always nudged at that idea with all the base EGOs that the sinners have and on the main menu if you look at their sinner icon, they're prison shackles. Now, true, there are contracts involved, so they could simply be prisoners tied by contract, but there's also a possibility that everyone's a literal prisoner and the contract is to give them what they want while also setting them free.

They did manage to handle what Hohemheim called a Danger level 8 abnormality in Time Ripper (HE-08), so I think we can give them a *bit* more credit at this point.
That was likely Urban Nightmare at most, the extreme end of what they're currently able to deal with.

star of the city is colour fixer level, and T-corp was only interested in the distortion itself. they were also likely the one to purchase the monolith from limbus company if that dialogue at the end is any indication. his rating also only applies to how much damage employees would receive, it doesnt translate into city threat level
