His S3 hits like a freight train, his S2 has an obscene clash floor and damage value.
He becomes even better with Hong Lu since Hong Lu can allow him to spam S2s with no issue, but it is not at all required because the Heathcliff is just that strong by himself.
The only con, and one you have to work around, is his limited ammo supply. Once he runs dry, you have to forcibly kick him out for the fight.
Not a lot of fights are long enough to warrant this being an issue, but you do have to keep this in mind when you do find them.
In a pinch, your Evade can help stall out bullet usage, which is useful in a pinch. If you manage to get the Fell Bullet EGO you also have a way to restore one bullet, which can keep him going for a bit longer too.

I disagree; I think Heathcliff is better as a "hit-and-run" playstyle rather than keeping on the field permanently.
You want Heathcliff to use up his ammo quickly then retreat, to allow Honglu to use his empowered attacks + to buff him with his support passive.
Heathcliff's on-field value also drops considerably after he uses up his broken s3 + concentration stacks.
That being said, keeping him on field is not bad because of Honglu's "assist attack" mechanic. I guess which playstyle is best depends on what type of team you play him in.
But being serious, yeah, he is cool. I love pairing it with Capitan Ishmael to give HC 4 assist attacks a turn XD. In MD I love to stack a ♥♥♥♥♥♥♥ of pierce buffs on him to make him 1shot any trash enemy and get the boolet thing a crit up to 1000 dmg. And if you get him the rusty coin gift, one from the bull, it's even more fun.
