I strongly believe that Angela and the cast of Ruina is the head of Limbus Company

Given how Angela is banished from the city and prevented from returning, she still shown clear interest in returning and writing more books. Therefore, it would make sense to hire a group of messy individuals to collect the golden boughs while at it. Since Angela is probably the first person to know the functions and power of golden bough before anyone. This also explains how Dante was granted such an ability, given her omnipotent power.

The cast also fits well with the Lob Corp hiring system and Library of Ruina as it would also explain the large fund backing of the higher ups since they previously worked at L Corp. Cause if it was any other genuine big corpo, they would have hired really strong fixers to do their work. Like having straight up a color fighting as part of the team. Since they're trying to remain under the radar, it's likely that they're not hired by the head either.

FURTHERMORE, the IDs we've obtained so far are all relevant to library of ruina and lobotomy corporation outside of current event. Given that the mirror identities are canon ability to the story, it would be weird that they had access to R corp, W corp IDs without encountering them out of nowhere. So they logically should originate from Angela's encounter instead, which also relates to Walpurgis Night.

Given how much the encounters tie back to the previous works, I don't believe it's simply coincidence and rather people pulling the string that is strongly tied to lobotomy corporation and the library. This also explains what they're doing while being banished to the outskirts.

I hear another theory that Lady Dias is the leader. She wants to become the Head. Collecting the Golden Bough can help with it. She's rich. Moses & Ezra who have ties with her already joins this Company.

We have access to the IDs that Angela hasn't encountered and we didn't have a chance to meet(Cinq outside of Meur, entire Devyat).

The ID system is various possibilities, I assume it's like pulling an Abnormality in Lob Corp(you pull from the well and something random may come out).

Angela isn't really that strong, especially when it comes to what she can do outside of the Library. Also the Head would 100% step in if someone banished was trying to interfere with the City, let alone a machine with human thought.

Cinq was actually mentioned in the story of Ruina, but Limbus was the one that shown the design.

While Devyat is likely to relate to a future event, possibly canto 8.
