how to use exp tickete

i know its silly but how do i use my exp tickets i cant seem to use them to level any one up

Go to the sinner menu, hold click on an ID, click the level up button

Yeah, open up their ID. Ussually by holding left-mouse-button (LMB) on their ID. Same goes for their E.G.O should you wish to upgrade those.

You can't level them up everywhere, mainly gotta do it from the Sinners tab in the main menu. For obvious reasons, you typically can't do this inside (mirror) dungeons or railways or such.

So try and find it while in the Sinners tab. Press once to see their IDs, then hold LMB to open up the details of the ID being hovered over, then it should be there, giant yellow buttons for Level and Uptier.

(Not sure if these buttons are as usable for the default Sinner IDs though, I think their uptier is tied to story progress, except for tier IV being optional, probably.)
