Have a feeling that any form of approaching the boundary of the "Earth" is outlawed or banned. With the emphasis on "stars" and "nebulae" in the series, which are astronomical terms, I don't think approaching those are safe for existence.
I swear, the last time I saw a good fantasy world in gaming was Fallen London.
With how stars are given emphasis, I imagine that while the tech is there, going into space is probably some "Where we're going, we don't need eyes to see" kind of deal.
People are still debating if Z Corp is either underground or on the moon and if it is on the moon then the chance that we go to space to do an assignment in Z corp goes up exponentially.
I am hoping it is on the moon, makes it somewhat fitting for a last district for Project Moon.
It's obvious based on K corp and Yi Sang's winged self that air travel is fully invented and implemented within the city. It's simply likely there's no reason to do it. Similarly, outer space is also probably considered an extension of the outskirts and is likely just as dangerous. If only because you both have monsters out there ready eat you AND the harsh conditions of a vacuum.
