hmm dosent this remind of solemn lament? (liu ishmael aka burn id gets coin power on kill / stagger on s3 = +7 power in total per kill / stagger with s3)

Liu Ishmael has a significantly more annoying condition to get that coin power (it isn't even just kill/stagger, it has to be specifically the final coin), Wingbeat requires more support to be consistent and Burn is a less viable team comp than Sinking.
It's a nice thought, but ultimately there's too many points of failure.

You are trying to rely on an "on kill" effect on a specific coin. And then you want to follow it up with an inconsistent multi-hit. That's wishes upon wishes.

Alternately, you could run Ardor Blossom Star that
1) rolls 41
2) inflicts burn and stagger (non-tremor based)
3) passively boosts your burn potency infliction
4) Wrath Affinity resonates in a Burn Team better.
