Dieci Rodion not so much, you'd rather discard constantly for faster skill cycling, shielding, and slightly better dps. Same goes for Yisang but no one uses him.
Dieci Meursault is kinda underwhelming though. For one, there's not enough discard ids to make good use of Erudition, and two, his s2/s3 are slightly underwhelming numbers-wise.
He could be good in the future, just not now.
W Outis was kinda meh then the Multicrack IDs came out, and she became good.

No they aren't balancing his IDs around Regret.
N, W, and R Meursault came out well before Regret. Why do they suck then, its a combination of factors.
1. because W and N came out on release, prior to PM changing the coin odds from 70% heads chance -> 95%. This kinda trashed a lot of IDs, but PM didn't bother to fix any of them afterwards until ut4, which they were lazy with.
2. R Meursault: they probably thought him having a million bleed count was too op so his numbers are a bit weak. You can also observe this idea in W Yisang. Why does he have a 2 coin 5-15 s2 and a fairly weak s3 for a charge unit? Its because they thought this would balance out his insane rupture infliction, which is maybe not wrong idk.
