How much of an upgrade Barber Outis is from Ring Outis?

I can roll for her, but her kit is underwhelming imo. Unless I miss something, but does she really does much outside of dealing some more damage? 4 Count per rotation is also two times worse than 8 Count per rotation Ring got, so yeah, I'm really not sure about her.

She deal a lot of damage and that is. She is better in MD but do wrost than Ring Outis in Story because she provide little to no count at all. In MD, she deal insane damage and Blood fest increase really quick for her in there.

She's ok. Performs better than Ring in longer fights where you can actually ramp up her gimmick but outside of that, it doesn't help bleed teams overall cause they're in desperate need of someone actually applying tons of bleed count. Which happens to be ring outis.

Someone probably might fit the bill with how canto 7 is playing out but until then. Ring outis is better.

I've used her on canto 7 and she does better than ring outis simply because she has time to ramp up and your enemies help you get bloodfeast going.

I forgot to level her up past 40 and she outperformed Ring Sang in MD. She's also great in Canto 7 since she steals bloodfeast stacks from lesser minions. Gets a bit weaker in the Parade bossfight since a Second Kindred gets the stacks first. Build your team around her and she'll just wreck everything, at least until the Princess gets released, since they'll compete for the stacks.

Is Bloodfeast stored between levels in MD by the way? Or it resets every fight?

Resets every fight, It's only stored between waves. Tbh everything dies so quickly you wont have time to build It up in my experience.

We Will have to wait until more bloodfiend ID's get released before seeing How well It Works.

I burned three multis on her because pretty vampire Outism and I didn't even care if she's good or not. But its nice to know she's good in MD, been needing more Outism in there, my only really good ones are Painter and Pyrogun

She's fine if Bloodfeast is trivialised by Bloodbags or you're in MD and Wound Clerid is stabilising Bleed Count for you.
If you don't have something leaning on the scales she just doesn't get a chance to exist yet; Ring Outis is one of the two pillars of Bleed as a status thanks to her stellar S2, so Barber Outis can't have the support she needs for her kit to work.
Emphasis on the "yet" part though, we'll probably be getting Bleed Count support this chapter, and the moment Ring Outis isn't load-bearing she's a strictly inferior pick, since her S2 is her only good skill.

Tbh she gets going on those canto 7 chain battles, i've used her skill 3 at 3 attack weight many times and it's quite satisfying.

Homelander lvl upgrade. But, the current content does not allow to use her full potential. She is for longer/Boss/chain battles, where she can maintain her blade unlocked and bloodbath passive longer, which makes her deal more damage and more aoe damage. I tried MDH with her and most of the times everything is dead before I even manage to ramp up her passive for 2 weight AOE on s3.
