I wanted to bring this topic up as well but felt that no one wouldn't care.
The simple answer is this: Limbus is a gacha game, and gacha games are designed to make money. The fact that if you do a single 10-pull on a banner in this game, the odds of obtaining the rate-up 2-star ID are already higher than 50% means that low-rarity units simply won't provide the steady source of revenue that PM is seeking from Limbus.
I really do wish they would occasionally release a banner with multiple 2-star IDs to even out the rarity distribution some more, since 2-stars are fantastic for new/F2P players due to their accessibility. However, if we're being realistic, that seems pretty unlikely.
And I'm not trying to bash on PM here for making this decision. Stuff like this is pretty much inevitable for ANY gacha game. For example, you could pull up the wiki for Fate/Grand Order and easily notice that the number of 4-star and 5-star units is absurd compared to the number of 1-stars, 2-stars, and 3-stars. That's just how it is for this genre.
I just think it sucks because it gives us less units to play with and less opportunities to see. EG 00 Cassetti ID would go hard alongside 000 Dulci Rodya.
Rookie numbers, make it 50. WN is almost around the corner, those 32k will burn through it in an instant.
But if we're serious, kinda, I guess. Then again, the only one fitting for 00 is Casseti 00. At least it's not some random bloodbag. It's hard to tell what's going on with development anyway.
But on the other hand, new 00 ids are also better designed + are more useful than before. Quantity ↓ Quality ↑
Case in point, seven heath and Rose Gregor. (Before you go on about it, its very conditional though. 5 Charge + Tremor burst gets you I think 5 Count of rupture. Add in AEDD which he fuels perfectly and that increases more.)
I kinda dislike where things are going myself, though some people enjoy the feeling of nuking enemies. I actually dislike it and enjoy the long drawn out fights that keep you thinking and on your toes.
Screw 00's, they are usually aren't that fun to play with anyway. The only 00's I actually had fun with were 00 KK Hong Lu back in the day with his sweet 4x 00, and T-corp rodion with her beatdowns. And the recent glitch with Lantern Don, but that's about it.
And I kinda like it when the interesting stuff is kept to story content and 00's are pushed on generic banners or unimportant ones, like with the first banner of the Canto.
