What does skill quantity does exactly anyway?
So like i know that each identity has x3 of weak skill, x2 of stronger skill and x1 of the strongest skill, but what exactly does this quantity means? Its certainly is not the amount in the draw pile cause i had countless times when i had 2 copies of the strongest skill on the dashboard, so its not really x1.

It's not like Ruina where used skills go back into the draw pile-- rather, it's like a rotation. Each skill slot loads in the entire deck in a random order, which we'll call the first rotation. After seeing every skill card in the first rotation, it will load up a second rotation and start feeding cards from that. So if you never used your S3 from rotation 1, but went through the 5 other cards, you can end up with two S3s (one from each rotation) on a skill slot.

There're 6 of them in a Skillset. Those 6 are stacked on each other in a random order. If you use them, they're gone forever & you use next Skillset.
