Wait, are we factoring in uptie into the equation or are we just talking about base id?

If latter, then I'd agree that either BL Yi Sang or Sinclair would take the spot without too much competition. Maybe Sunshower Heath slightly below them?

Both. He doesn't gain that many. He needs help from others. He's excluded.

Middle don isn't that bad either. Good sanity gain and DPS despite the lack of a good gimmick.

BL Sinclair/Kurokumo rodion are my answers. They have no real redemption, have terrible damage/clashing and a bad gimmick. You'd only bring them if you need to inflict paralysis or need to win a clash (Just use an ego lol), or you're out of other options.
You could also say G Gregor is pretty bad now, but his support passive is still good so he's fine.

I would nominate BL Sinclair over KK Rodion. Rodion at least has a high floor on her S3, and she becomes very good if you finangle it so she gets BL Yi Sang's passive.
BL Sinclair just doesn't have anything going for him. He desperately needs to juggle his S1 for extra poise count, and to ensure S2 always clashes, because it loses a lot from being one-sided.

tbh BL sinclair and KK rodion suffer from being the first IDs out when game came out. a lot of them were in weird spots like KK Hong Lu (00 ID) was SSS tier compared to them. although BL sinclair was legit during the BL Mirror dungeon event cause he had a chance to roll enough for the one event encounter thing. G Gregor is pretty bad now too compared to every other option available now

Hmph, lot of options here. I'd say G-corp Gregor, a rupture 000 powercreeped into oblivion. He rolls maximum 10 on his 1st, 16 on his 2nd, and 18 on his 3rd! This is pathetic by today's standards. His skills don't have fancy effects either to justify this low clash. BL Sinclair is close, but thanks to BL event, you can buff him in his BL team. A shame about cockroach Gregor, I liked his animations, hopefully UT5 will rejuvinate him.

Blade Lineage Sinclair is so terrible I don't think I've even used him once, therefore I don't even remember what makes him bad.
The real answer here is Rosespanner Rodion. She was okay when she came out, but now she's overshadowed even be her very own 00 tremor identity. Also has the worst Threadspin 4 upgrade in the game. In fact, when are we getting a new 000 for our beautiful brooding woman? Liu Rodya came out ages ago.

10 and 16 unconditionally is fine even today. G Gregor isn't really a Rupture identity, he just benefits from this status effect similarly to how Ting Tang Hong Lu benefits from bleeding, while almost not inflicting it. That said, Gregor is very bad, just not as bad as Rosespanner Rodion.

16 for an s2 is still average, but a 10 has always been bad, especially on one coin

Worst is N Meursault. Even if you ignore his garbage clash values and damage, he has nothing going for him. He has utility on his s2, but it requires 5 nails. He has a passive that gives him a lot of buffs < 50% hp but it requires 4 wrath res. He has healing on s3, but it's pathetically weak healing. Worse than most 00 ids starting from season 2 onwards.

G Gregor sucks. It says a lot when people would rather use Rosespanner over him, and Rosespanner is pretty mid for a 00.
