question for stage 5-30

In 5-30 Ishmael can't be defeated if there is any other sinner alive.
Maybe you can just put any Ishmael ID and 1 or 2 blunt IDs like N Corp. Sinclair or Regret Faust in the deck. (the team of only Ishmael and N Sinclair can make it even more easily actually)
Try make the boss only attack Ishmael, and try to stagger him every turn when he uses Evade or Guard (this will interrupt his use of that powerful AoE skill). You will win when the boss loses 50% HP.

An advice that helped me beat this encounter was to use as few of Sinners as possible.
So I used only two: Liu Ishmael (though, I guess any blunt-resisting Ish works here) and, most importantly, Dieci Rodion. Then I sent Rodion to block every enemy attack, protecting her partner, who dealt actual damage. After a while, the fight was over and I won...

She redirects all Attack SKILLs that target him. He saves as many Attack SKILLs 2 & 3 as possible. He Clashes if she can't redirect all.

WAVE 3 / 3. If he uses DEFENSE SKILLs Make This Memorable / Swear Vengeance, use his Attack SKILLs 2 & 3. Her DEFENSE SKILLs Clash against those DEFENSE SKILLs to Offset them.

my other half are lv 12 passive deck
and i never developed them

You're not supposed to let him use that skill, if you do it's practically an instant loss. A turn or two before he uses that, he'll use a skill that makes him take double damage; that's your chance to start hitting him as hard as you can, you gotta stagger him before he can use that move. If he still isn't staggered come the turn he uses it, as a last resort you can spam unimposed attacks on him by having everything target one skill slot and have your slowest character be the one clashing, so the others get lots of free damage off to try and stop him. He's super weak to blunt so having blunt damage is the most important thing.
