It just bugs me when Arnold's page stated there were only 25 districts which parallels the amount of districts that Seoul has. I only assume it is a retcon because of it. I am also not sure how they'd write a 'district' not bordered to or connected but near to the city as a part of it instead of something else.
1 - It's beneath the surface - A mega city (it's the size of about 10 Moscows) needs to get rid of a lot of bodily waste, so there's possibly a Singularity that deals with that and a District beneath the surface with people living down there...that the Sweepers can also access the Backstreets of.
2 - It's on the Moon - Not just because of Project Moon, it's possible that there's a district on the Moon, not sure what the Singularity would be, but considering that the WARP trains exist, along with the ability to manipulate the flow of time and even ANIME can come to life, it's not something that can be easily dismissed.
3 - It's in a space station in a geostationary orbit over the City - There could be a district sized Space Station above where the City is in orbit.
I can safely eliminate the following possibilities:
1 - It's beneath the Great Lake - With the unpredictable laws of it, along with the Whales, it's a place where construction would be dangerous, never mind actually living down there.
2 - The Outskirts - That's where whatever the Backstreets wont accept goes, along with anything deemed to be an impurity, so no, it's not there.
3 - Hovering above the City - That would compete with G Corp's Gravity Sphere singularity and if it stopped hovering, it would crash, taking much of a few districts with it.
