I doubt it helps, but this is all I know on the matter:
-Internet runs so slowly, videos can barely buffer: "Unstable Network" error. Only really fixed by having a faster connection, sadly.
-Connected via public non-passworded WiFi: No error, says "Connecting" but nothing ever happens (this means Limbus' servers simply refused to connect due to "security" reasons). Can be fixed by using a wired connection method, or using private & passworded WiFi.
Edit: Unsure if this applies to the non-Steam version, though. Wouldn't make much sense on phones though (how TF would you play in public then!?).
Suppose you don't have the luxury of trying different connection methods or locations, huh?
Might also be worth exploring if you have any gung-ho firewalls or virus scanners active that are a little too eager and trigger-happy with claiming Limbus is a security risk and thus refuse the (stable) connection.
Some places might have special protections on their WiFi too, IE some websites or services being inaccessible, like some Colleges or other public places or even internal company WiFi (so people don't go browsin' the Hub while on the clock, y'know).
Only thing you can do in this scenario is ask the local IT guy(s) to fix it and/or allow an exception for whatever Limbus uses, or have them make exceptions for the Limbus program on the virus scanner/firewall/etc.
For me it keeps randomly spitting out lengthy "Connecting..", followed by "A server error has occurred. Please try again in a moment"
Hitting retry then gives out an error to the tune of "This request has already been processed. Please restart the game to synchronize" followed by the game shutting down on the spot. And it happens very. Fudging. Frequently.
Well, atleast my own work wifi ussually plays nice in connecting to the game (cable), though it has it's bad moment where it cannot even buffer videos or load a text-only webpage in half a minute, I can't say I can blame Limbus for not being able to connect in those shoddy conditions.
