is it an event exclusive identity , cause my account doesn't have it neither in shop nor character

It's Season 2, so you can craft it only when Season 4 is out

If you need pierce resistant tanks, there's also N Corp Mersault or Peqod Heathcliff. If you want absolutely absurd healing, Lantern Quixote is nice (Although even more exclusive than K Corp Hong Lu is).
The only real reason you'd want him is for his self-revives, or the Dimension Shredder/Talisman combo.

Ah...The same as my molar outis experience, last season i cant get it because i failed to login for just 1 day, after taking a break from this game.
