7 outis, yes (although cinq outis works too) - base rodion requires wrath which you won't generate with solo cinqlair. If you want some extra passives (I only listed the main ones), you should also get 7 yi sang, base faust and base don.

First wave, there's 3 of them and 6 of you. Have matching pairs attack each gnome individually, making sure the second attacker of each target is clashing (So the first gets one-sides). They mostly have a low stagger threshold, so you should sneak 1 or 2 staggers out of them. I've yet to do a run where I can't do this.
Second wave, 4 of them, but the managers are the biggest threats, I just clash them down and make sure to finish staggered foes. One Sinclair S3 is usually enough or close to for one manager to stagger.
Santata takes 3 rounds usually, just make sure that when he puts up his defense skill, you have your fastest sinner clash that first. That will guarantee every other clash won hits the shield and will wipe it out, staggering it next turn.
Then it's just time to nuke it to bits. I usually have both skills AoEs ready to fire from Spicebush/regret and it's just over then.
That said, I don't recommend grinding this event in the short term, there's 4 weeks total, 1 MD3H run and the first run through the story got me to 1000, I'll be doing 3 runs of the final stage per day (1 each time I log in to convert modules & run XP Lux), it will max me out before the deadline with time to spare.
