There was a thing brought up in one of the flashbacks (the one where Ish fell into a whale carcass) and basically stated that Whale Oil has the assimilatory property that is what's used to produce Tuning Forks

They never got whale oil from calamities is all I'll have to say to this. I don't know if you missed it but there was a huge section of the game that showed how they have whalers killing whales for it and collecting the oil. Then there was like 3 lines in there about how the city folk called it and used it to create U corps singularity. She was too busy dying at that moment to go into much detail though.

As for the human sacrifice component necessary for any self-respecting singularity - my theory is that they sell faulty navigation charts from time to time to feed the whales, who need humans to perpetuate their life cycle. Anyway, my speculations are based on the party boat accident and the huge corporate cargo freighter that got pulled into a whirlpool that you can see on one of the CGs, PM likes to leave hints and implications like that in their storytelling.
